About Muska Tarin

Ms. Muska Tarin was born into an enlightened family in northern Afghanistan (Balkh Province). Her parents have provided countless services in Afghanistan for the suffering people of the country in the social and political sectors for many years.

Ms. Muska Tarin studied Dari literature to the bachelor’s degree at Balkh State University and obtained a master’s degree in law and political science from Maulana University. She is a member of the Afghan Youth Parliament, the owner of the weekly magazine OSION, the founder of the Bawar Foundation, the director of Fatima Balkhi High School in Balkh Province, and is active in the field of defending the rights of women and youth.

Ms. Muska Tarin continued to serve the people of Afghanistan after emigrating to Canada. She worked voluntarily in organizations such as the non-profit organization “Women of Afghanistan” and the “Afghan Canada” organization.
Understanding the conditions and needs of newly arrived Afghans and other newcomers to Canada, Ms. Tarin has officially registered a non-profit organization called “Canada Humanitarian Initiatives” in Toronto and has begun the initial activities of this organization by holding beneficial programs, which will be officially inaugurated today.

Canada Humanitarian Initiatives (CHI) is a dedicated not-for-profit organization committed to supporting the successful integration of newcomer women and families into Canadian society. Our mission is to foster a welcoming and inclusive environment where newcomers can access essential resources, training, and mentorship to build a strong foundation for their future.

With a team of dedicated professionals and a passionate network of volunteers, we provide tailored support to meet the diverse needs of those we serve. Through structured training programs, we equip our volunteers with the skills and knowledge necessary to deliver services with professionalism, empathy, and effectiveness.

At CHI, we believe in the power of community and collaboration. By fostering meaningful connections and offering ongoing support, we empower newcomer families to navigate challenges, build confidence, and thrive in their new home.

At CHI, we are dedicated to addressing the key challenges faced by newcomers, including employment, social inclusion, and economic independence. Our comprehensive programs offer career support, skills development, and mentorship opportunities, empowering individuals to secure meaningful employment and overcome settlement barriers.

In addition to career-focused initiatives, we organize community workshops, cultural integration programs, and networking events to foster a strong sense of belonging among newcomers. These initiatives help individuals build confidence, establish valuable connections, and adapt to their new environment with ease.

As part of our commitment to expanding our impact, we are actively working toward establishing a dedicated office and growing our team. This expansion will enable us to enhance our outreach, provide more personalized support, and equip newcomer families with the resources they need to thrive in Canada.

Meet Our Team

Niloofar Sayar

Niloofar Sayar

Ms. Niloofar completed her primary and secondary education at the prestigious Malalai High School before earning her degree from the Faculty of Law and Political Science at Kabul University.

Her distinguished career includes serving as a judicial officer at the Supreme Court of Afghanistan and later as an educator in schools across Kabul and Mazar-e-Sharif. She has demonstrated exceptional leadership as Director of multiple prominent civil society organizations, including Hamdard Reconstruction Organization, Rabia Balkhi Capacity Building Organization, and the Organization for the Support of Women and Youth. Most recently prior to August 2021, she served as Project Manager at the Afghan Women’s Training Center, where she led critical initiatives focused on women’s empowerment and vocational training.

Beyond her professional roles, Ms. Niloofar has been deeply engaged in civic leadership. She served as Deputy of the Civil Society Institutions Union in Balkh Province and as an active member of the Afghan Women’s Network. Her commitment to women’s advocacy extended to her role as Board Member of Rabia Balkhi Radio, a pioneering women-focused media outlet in northern Afghanistan. Additionally, she contributed to peacebuilding efforts as a member of Balkh Province’s Provincial Peace Council.

With this extensive background, Ms. Niloofar has established herself as a dedicated advocate for justice, education, women’s rights, and sustainable community development in Afghanistan. Her multifaceted experience reflects both professional excellence and a profound commitment to social.

Manizha Hamid Naweed

Manizha Hamid Naweed

Ms. Manizha Hamid Naweed is a dedicated medical professional and human rights advocate with over two decades of experience in healthcare, public administration, and social development. She completed her medical education at Balkh Medical University, where she earned her degree as a Medical Doctor, later specializing in Obstetrics.

Building upon her medical expertise, Ms. Naweed expanded her qualifications in Administration and Management, equipping her for broader leadership roles. Her career reflects a strong commitment to human rights, having worked as an activist for more than 20 years. She served as an Economic and Livelihood Specialist at Afghanistan’s Ministry of Rural Rehabilitation and Development, contributing to vital programs aimed at improving community welfare. Additionally, she brought her analytical skills to the Government Formation Review, Reformation, and Cadre Affairs Directorate as a Formation Statistics Expert.

Currently residing in Toronto, Canada, Ms. Naweed continues her dedication to healthcare as a Pharmacy Assistant, applying her medical knowledge in a new context while remaining engaged in advocacy and community service. Her diverse professional journey demonstrates resilience, expertise, and an unwavering commitment to improving lives through medicine, policy, and human rights.

Mohd Rahman Oghli

Mohd Rahman Oghli

Mr. Mohd Rahman Oghli is a distinguished professional with extensive experience in engineering, education, government leadership, and diplomacy. He holds a Master’s degree in Science from Ukraine and began his career in 1990 as an engineer at the State Committee for Radio and Television of Afghanistan.

In 1992, he transitioned into education, serving as a technical instructor in Mazar-e-Sharif and later as a lecturer at the Institute of Mines and Industries and Balkh University. Between 1995 and 1999, he further expanded his leadership experience as the Director of Balkh Border Trade.

Mr. Oghli has also played significant roles in public service and advocacy. In 2000, he was elected President of the Afghan Refugees Union in Turkey. His dedication to governance continued in 2005 when he was elected as a representative of Faryab Province in the Afghan Parliament, where he served as the First Secretary of the Wolesi Jirga until 2006.

His expertise in economic and diplomatic affairs led to his appointment as Afghanistan’s Economic Representative in South Korea in 2012. In 2015, he was nominated as Minister of Economy, and in 2016, he served as Senior Advisor to the Chief Executive of the National Unity Government. From 2017 to 2020, he represented Afghanistan as Ambassador to Ukraine, Belarus, and Moldova.

Throughout his career, Mr. Oghli has demonstrated a strong commitment to public service, economic development, and international relations, making significant contributions to Afghanistan’s progress in multiple sectors.

Bahram Bahir

Bahram Bahir

Bahram Bahir is an accomplished administrator, entrepreneur, and advocate for education and economic development. Born in 1993 in Paktia, Afghanistan, he holds a Bachelor’s degree in Business Management from Andhra University, India (2014) and a Master’s in Public Administration from Dunya University (2021).

Demonstrating early leadership, Mr. Bahir founded the Advance Academic Center (AAC) in 2015. By 2017, he made history as the youngest provincial director in Logar Province, overseeing Technical and Sectoral Services. His expertise later expanded to roles as Director of Statistics, Information, and Economy across multiple provinces, where he contributed to governance and development until the fall of the Afghan Republic in 2021.

Following Afghanistan’s political transition, Mr. Bahir relocated to Canada in late 2022, establishing himself in Toronto. He now channels his expertise toward economic growth initiatives while actively supporting Afghan refugees through his work with the Canada Humanitarian Initiative (CHI). His journey reflects a steadfast commitment to education, public service, and humanitarian causes, bridging his professional experience between Afghanistan and his new community in Canada.

Rezwan Tarin

Rezwan Tarin

Rezwan Tarin is a dedicated community advocate and settlement specialist with over a decade of experience supporting newcomers in their Canadian integration journey. Drawing from his own immigration experience, he brings deep empathy and practical insight to his work helping individuals and families navigate the challenges of resettlement.

After completing his secondary and post-secondary education in Canada, Rezwan became actively engaged in community development, volunteering with settlement programs where he witnessed the transformative power of mentorship and accessible resources. This inspired his ongoing commitment to creating inclusive support systems that empower newcomers to build connections, develop skills, and achieve their goals.

Today, Rezwan channels his firsthand understanding of migration challenges into meaningful advocacy and program development. His work focuses on fostering belonging, breaking down barriers, and creating pathways for successful community integration. Through his tireless efforts, he continues to make a measurable difference in the lives of those building new beginnings in Canada.

Freshta Mahbobi

Freshta Mahbobi

Freshta Mahbobi is an accomplished journalist and media professional with a strong foundation in both Afghan and international media landscapes. Born in Kabul, Afghanistan, they completed their primary and secondary education at the prestigious Malalai High School before earning a degree in Journalism from Kabul University.

Beginning their career with prominent organizations such as National Television of Afghanistan and BBC Radio, Freshta Mahbobi quickly established themself as a skilled communicator and storyteller. Their passion for global affairs led them to pursue a Master’s degree in International Relations at Khatib University in Kabul, though their academic journey was interrupted by migration.

In 2019, Freshta Mahbobi relocated to Canada, where they demonstrated resilience by re-entering the education system to obtain their Canadian high school diploma while simultaneously rebuilding their media career. Today, they contribute their expertise as a journalist at Afghanistan International and as a producer at Mowj Media, bringing nuanced perspectives on international affairs, migration, and cross-cultural communication to their work.

With a unique blend of Afghan media experience and Canadian multicultural insight, Freshta Mahbobi remains committed to ethical journalism and amplifying diverse voices in the media landscape.

Mohammad Shahpour Alizai

Mohammad Shahpour Alizai

Mohammad Shahpour is a technology professional, human rights advocate, and lifelong learner with a strong commitment to social justice and digital empowerment. Born in Herat, Afghanistan, he holds a Bachelor’s degree in Computer Science and built a distinguished career blending technical expertise with civic engagement.

As a dedicated human rights defender and civic activist, Mohammad spent years advancing social justice initiatives and community empowerment programs in Afghanistan. His parallel six-year career in IT and management saw him drive technological innovation while developing organizational systems that supported civil society growth.

Since relocating to Canada in 2022, Mohammad has continued his professional evolution through specialized studies in Science and Art at Toronto’s Humber College. His journey reflects both technical acumen and humanitarian values – a rare combination that informs his unique perspective on technology’s role in social development.

Whether through coding or community organizing, Mohammad remains committed to leveraging his diverse skill set to create meaningful change, embodying the resilience and adaptability of Afghanistan’s new generation of diaspora professionals.

Zabi Afghanzada

Zabi Afghanzada

Zabi Afghanzada is a seasoned professional with a diverse career spanning law enforcement, security, and real estate investment. Arriving in Canada in 1988, he began his educational journey in grade 8 and went on to earn his Ontario Secondary School Diploma (OSSD) from Winston Churchill Collegiate Institute in Toronto.

Building on this foundation, he pursued specialized training at Seneca College, graduating in 1993-94 with a diploma in Law Enforcement and Security. This led to his distinguished service with the Ontario Provincial Police (OPP), beginning in September 1994, where he developed strong skills in public safety and community protection.

Today, Zabi Afghanzada has successfully transitioned into the dynamic world of real estate, where he applies his sharp analytical skills and disciplined approach to buying, selling, and investing in properties across Ontario and Dubai. His unique career trajectory—from law enforcement to international real estate—demonstrates adaptability, business acumen, and a commitment to excellence in every professional endeavor.

With decades of experience navigating complex systems and markets, Zabi Afghanzada brings a valuable perspective to the real estate industry, combining his security background’s attention to detail with an investor’s strategic vision.

Sebghatullah Seber

Sebghatullah Seber

As an active leader with Canada Humanitarian Initiatives (CHI) and Supporting Hands International (SHI), he dedicates himself to empowering newcomers through comprehensive integration programs—providing critical resources, skills training, and mentorship to families and youth adapting to life in Canada.

With an accomplished academic background, Mr. Seber brings invaluable expertise from his former role as a university professor. He holds two master’s degrees—a testament to his intellectual rigor—and leverages his fluency in five languages to bridge cultural divides and foster inclusive, multilingual support systems. His work embodies a unique fusion of scholarly insight and grassroots activism, driving meaningful change for immigrant communities.

Combining his academic prowess, linguistic versatility, and humanitarian vision, Mr. Seber continues to be a transformative force in advocacy, education, and cross-cultural empowerment.

Mursal Noori

Mursal Noori

Mursal Noori is an accomplished academic, medical professional, and women’s rights advocate whose work bridges public policy, international development, and healthcare. With an impressive academic trajectory, she earned her Bachelor’s in Public Policy and Administration from Kabul University, followed by a Master’s in International Development and Cooperation Science from Italy’s prestigious Sapienza University of Rome. Currently pursuing her PhD in Political Science at York University (Canada), where she serves as a teaching assistant, her doctoral research examines Afghan immigrants’ integration experiences in Canada through the lenses of policy frameworks, identity formation, and community resilience.

Dr. Noori brings a distinctive interdisciplinary perspective to her scholarship, informed by her medical background as a trained physician (MD) and her frontline experience in Afghanistan’s healthcare sector. Prior to relocating to Canada in 2023, she was deeply engaged in women’s empowerment initiatives, serving as both a rights activist and educator dedicated to advancing gender equality through leadership development and community-based programs.

Her unique combination of medical expertise, policy knowledge, and grassroots activism positions her as a compelling voice in discussions about migration, global development, and gender equity. Whether in academic circles, policy forums, or community settings, Dr. Noori consistently demonstrates her commitment to creating meaningful change through evidence-based approaches and inclusive leadership.

Kawkaba Tarin

Kawkaba Tarin

Kawkaba Tarin was born in Afghanistan and raised with strong cultural values, resilience, and a dedication to hard work. Growing up internationally, she developed the ability to connect across cultures and languages.

Currently completing her high school education at Meadowvale School in Mississauga (2024), Kawkaba previously earned a diploma in English and Computer Studies from Payam Noor Educational Center in Istanbul (2019). She is fluent in English, Hindi, Farsi (Dari), and Pashto, allowing her to engage with diverse communities.

With experience in customer service and retail, including Walmart, she excels in problem-solving and delivering exceptional service. She now works as a Social Support Worker at PCHS, assisting individuals in need while utilizing her strong communication and organizational skills.

Committed to personal growth and community impact, Kawkaba continues to seek new learning opportunities, demonstrating adaptability and determination in her journey from Afghanistan to Canada.

Shirshah Sharifi

Shirshah Sharifi

Shirshah Sharifi is an accomplished communications specialist and public affairs professional with international experience across government, aviation, and media sectors. Born in 1992 in Afghanistan’s Nangarhar province, he holds a Bachelor’s degree in Public Relations and Journalism from the University of Graz, Austria (2012), where he began his career working with European media and international organizations.

Returning to Afghanistan to contribute his expertise, Mr. Sharifi assumed key leadership roles including:

  • Director of Public Relations at the Economic Advisory Office of the Presidential Palace (Arg)
  • Spokesperson for Afghanistan’s Civil Aviation Authority, where he played a pivotal role in modernizing the nation’s aviation communications and public engagement strategies

Following Afghanistan’s 2021 political transition, Mr. Sharifi relocated to Toronto, Canada, where he continues to leverage his cross-cultural communication skills and government relations experience. His career demonstrates a consistent commitment to transparent governance, strategic public engagement, and sectoral development – qualities he now applies in his new Canadian context.
